It includes raw Markdown URLs for the 60 public-clean repository files.

Purpose
The manifest is the publication checklist for the Knowledge Catalog.
It is intended to help preserve the relationship between:
- file ID;
- public-clean Markdown filename;
- raw Markdown URL;
- planned WordPress page slug;
- publication status;
- archive pointer;
- control-document context.
Source-custody note
The manifest is a catalog and publication-control aid. It does not replace the public-clean Markdown source files, the Style Guide, the Restart Capsule, the Project Procedures, or the State Vocabulary Register.
